Microsoft Keyboard Layout Creator

I just found a link to The Microsoft Keyboard Layout Creator. It allows you to create keyboard layouts and outputs a dll that you can freely distribute. I hope that Microsoft will finally add Bulgarian Phonetic layout to Windows installation.
